  The Graduate School requires submission of a Planning Notification of Intent (Planning NOI) and accompanying NOI Routing Form at the beginning of the new Graduate Degree and Certificate Program development process, as described below.  The Planning NOI is not required for new degree tracks or options.

Process for New Graduate Degree Programs:

The Washington State Higher Education Coordinating Board (HECB) requires submission of a Planning Notification of Intent (Planning NOI) at the beginning of the new degree program development process, as described in the Board’s Program and Facility Approval Policies and Procedures (September 2005).  Once submitted for the HECB for planning, stakeholders including the Washington public colleges and universities will be notified and the Planning NOI will be posted on the HECB website for comment.

Prior to submission to the HECB, the Planning NOI must be reviewed by stakeholders at the University of Washington, who will sign off on the NOI Routing form.  For new graduate degree programs, this process should be complete before the final draft of the New Program Proposal is submitted to the Office of Academic Programs in the Graduate School.  This routing form and a copy of the Planning NOI should accompany the New Program Proposal.  Although not required, including the endorsement page of the Planning NOI Routing Form that identifies the resource commitments of each stakeholder is likely to expedite approval at each stage of the review process.

After receiving the appropriate signatures, the Program will forward the Planning NOI to the University’s HECB liaison for submission to the HECB. The HECB will review the document and approve further planning and development.

The Graduate School requires submission of a Planning Notification of Intent (Planning NOI) at the beginning of the new Graduate Certificate program development process. Please follow the format of the NOI Cover Sheet for New Graduate Certificate Programs linked above.

Prior to submitting the Graduate Certificate program proposal to the Graduate School, the Planning NOI must be reviewed by stakeholders in the program. This process should be complete before the final draft of the Graduate Certificate Proposal is submitted to the Office of Academic Programs in the Graduate School. The routing form and a copy of the Planning NOI should accompany the new Graduate Certificate proposal. Although not required, including an endorsement page identifying the resource commitments of each stakeholder is likely expedite approval at each stage of the review process.
